fe192be798 Add a SUGAR_HOME environment variable 
We should really use XDG directories but that will be a bit
more complicated and require migration scripts. This is a
short time solution to "expose" the dot sugar directory in
sugar-build.

778b10f8d4 Allow override of user library path 
This allows for override of ~/Library the same way that can be done
for ~/Activities. Useful for automated testing.

000ed75cbe Rename the module to sugar3 
The old gtk-2 based module will be present in
the 0.94 branch in the sugar-toolkit.
